It is therefore suggested that the best course is to communicate our political doubts now in a telegram (in view of (6) and (8)); and I have drafted accordingly, including that minimum of financial comment which seems to me essential. I have however drafted on the assumption that we will follow up with our despatch on the financial issue as soon as it is ready and without necessarily waiting for a reply to our telegram. This is not strictly in accordance with

Sir Charles Jeffries' instructions and I submit the point for orders.

5. The Treasury had a copy of (1), were in on the discussion of it referred to in

impresia ted in. BonaMr. Sidebotham's minute of 12/7, and our despatch
